Daily Responsibilities: 

LTC Solutions is currently searching for a Business Analyst to join their team in New Orleans, LA, for the Personnel Modernization (PersMod) program.

As the Business Analyst you analyze, evaluate, and refine data integration and data exchange processes. You will gather information, document processes, finalize requirements and coordinate approval of final documents.  You will also serve as the key interface between the users, data exchange partners, project developers and the project manager and perform the following tasks:  

  • Analyze and document requirements for data integration and data exchange
  • Analyze data and data relationships and perform data element mapping activities
  • Develop and maintain the DoD enterprise architecture framework (DoDAF) artifacts such as System Interface Descriptions (SV1), and Systems Resource Flow Matrices (SV6)
  • Develop and maintain system documentation including interface control documents (ICDs), memoranda of agreement (MOAs) and other requirements documents
  • Gather, document, and analyze business needs and requirements
  • Interact with the stakeholders and subject matter experts in order to understand their problems and needs
  • Conduct meetings and deliver presentations to share ideas and findings
  • Gathering critical information from meetings with various stakeholders and produce useful reports
  • Develop, implement and maintain procedures
  • Monitor deliverables and ensure timely completion of projects
  • Prepare reports with detailed and summarized information based on data gathering and analysis
  • Gather, document and analyze reports and report requirements

The following deliverables are among the duties:

Required Qualifications/Skills:

  • 6+ years of experience as described above
  • Strong experience with MS office suite of tools
  • Prior experience working on a large enterprise system preferred


  • Bachelor’s Degree
  • 6 years of additional experience may be considered in lieu of degree
  • 6+ years of experience as described above

Required Responsibilities:

  • Analyzes, evaluates, modifies, configures, tests and implements enterprise wide purchased systems (e.g. SAP, PeopleSoft, etc.)
  • Prepares application system specifications
  • Plans, implements and coordinates system upgrades, enhancements or maintenance

Desired Skills:

  • US Naval Reserve field experience and knowledge of reserve management database systems
  • Knowledge of US Naval Enlisted Systems (NES)
  • Knowledge of US Naval Officer Personnel Information Systems (OPINS)
  • Experience with NSIPS
